It's perfectly clear the second wave has set in, but it's not an official decision, because the hospitaladmissions stay under the signal value.
Problem is that sticking to numbers means no additional rules will be created, so infections will rise more and the vulnerable will be reached.
People who don't care or compare the virus to the flu won't take things serious and the longer that lasts the more difficult it will be to change their minds, and more important, their behaviour.
The lack of use of psychologists and educationalists means that the government will assume they change the behaviour of people but in fact theyr won't.
